1. Approval of the  pdf August 7, 2025 Planning Commission Meeting Minutes.

2. No. 25RZ021 - Highpointe Ranch North Subdivision
A request by Towey Design Group for Watershed Development II, LLC to consider an application for a Rezoning request from Low Density Residential District-2 to Public District for property generally described as being located at 5430 Wind River Road.

Staff recommends approval of the Rezoning Request from Low Density Residential District 2 to Public District.

3. No. 25RZ022 - Section 22, T1N, R7E
A request by Avid4 Engineering, Inc for Black Hills Corp. to consider an application for a Rezoning request from General Agricultural District to Light Industrial District for property generally described as being located northeast of the intersection of Deadwood Avenue and Tatanka Road.

Staff recommends approval of the Rezoning Request from General Agriculture District to Light Industrial District.

*4. No. 25UR025 - Rapid City Greenway Tract
A request by DGR Engineering for Storybook Island Executive to consider an application for a Major Amendment to a Conditional Use Permit to allow 3 Structures in the Flood Hazard District for property generally described as being located at 1301 Sheridan Lake Road.

Staff recommends approval of the Major Amendment to the Conditional Use Permit to allow 3 structures in the Flood Hazard District with the stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

*5. No. 25UR024 - Skyline Pines Subdivision
A request by Bryan Coyle to consider an application for a Conditional Use Permit to allow an oversized garage for property generally described as being located at 2711 Skyline Drive.

Staff recommends approval of the Conditional Use Permit to allow an oversized garage with the stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

If the Planning Commission finds the proposed amendment #1 to the project plan meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Commission recommend approval of the resolution to adopt amendment #1 to the Project Plan to the City Council.

8. No. 25TI013 - Sun Ridge Senior Affordable Housing District
A request by Blueline Development, Inc for Sun Ridge Apartments, LLLP to consider an application for a Resolution Creating Tax Increment Financing District for Sun Ridge Senior Affordable Housing for property generally described as being located north of N. 5th Street, South of North Street and west of N. 1st Street.

If the Planning Commission finds that the proposed district meets the intent of SDCL and the City’s Tax Increment Financing Policy, then the Commission can recommend approval of the resolution to create a Tax Increment Financing District to the City Council.

9. No. 25TI014 - Sun Ridge Senior Affordable Housing District
A request by Blueline Development, Inc for Sun Ridge Apartments, LLLP to consider an application for a Resolution to Adopt Project Plan for Sun Ridge Senior Affordable Housing District for property generally described as being located north of N. 5th Street, South of North Street and west of N. 1st Street.

If the Planning Commission finds the proposed project plan meets the intent of SDCL and the City’s Tax Increment Financing Policy, then the Commission can recommend approval of the resolution to adopt a project plan to the City Council with stipulations.

10. No. 25TI015 - Rapid City Destination District
A request by Avid4 Engineering, Inc for Libertyland USA, LLC to consider an application for a Resolution to Create Tax Increment Financing District for Rapid City Destination District for property generally described as being located north of East Mall Drive, west of N. Elk Vale Drive and east of N. La Cross Street.

If the Planning Commission finds that the proposed district meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Planning Commission recommend approval of the resolution to create a Tax Increment Financing District to the City Council.

11. No. 25TI016 - Rapid City Destination District
