Agenda Item Summary:
The applicant has submitted a Rezoning request to change the zoning designation of the western 56.23-acre portion of the 157.56-acre property east of Deadwood Avenue N. and north of Tatanka Road from General Agriculture District (GAD) to Light Industrial District (LI). On July 15, 2024, City Council approved a Rezone for the eastern 101.33 acres to be zoned Light Industrial District for a Black Hills Energy utility substation (Lange 2). The western 56.23-acre portion was maintained as General Agricultural District until a potential use was identified. The applicant has indicated that the proposed Light Industrial District will align with the surrounding adjacent properties within city limits and serve potential high-energy-use customers such as light manufacturing, industrial, data centers, utility substations, or other permitted uses in the Light Industrial District. The subject property is currently vacant and accesses Deadwood Avenue N., which is classified as a Principal Arterial street on the City’s Major Street Plan and provides direct access to U.S. Interstate 90, which would support traffic generated by uses permitted in the Light Industrial District. Adjacent properties to the west, east, and south are zoned Light Industrial District and developed with light industrial uses.
