Agenda Item Summary:
The City of Rapid City has submitted a TIF application with $132,430,341 in proposed costs. The purpose of this district is to catalyze substantial private investment to simulate regional and statewide economic growth. This initiative aims to increase sales and property tax revenues, create new job opportunities, develop and protect vital public infrastructure and enhance overall economic welfare and prosperity. The proposed TIFD is comprised of three phases. Phase I will be for partial funding for a new indoor sports facility and public infrastructure improvements that will benefit this TIFD, the proposed Rapid City Destination District TIFD request and North Rapid City. Phase II will be for a water distribution pipeline & sanitary sewer improvements that are needed for a substantial private development. These improvements will also benefit current and future development in Rapid City. This phase will also include partial funding of a neighborhood elementary school to be located in North Rapid City. Phase III will include improvements to the Rapid Creek recreational corridor, Roosevelt Swim Center enhancements, downtown promenade (SD Hwy 44/Omaha St) and historic downtown enhancements. Public infrastructure proposed to be completed with this development is as follows: extension of 143rd Avenue from Mall Drive to Seger Drive, a traffic signal at the intersection of Mall Drive & 143rd Avenue, a traffic signal at the intersection of Seger Drive and 143rd Ave. and a water distribution pipeline with sanitary sewer improvements. The proposed TIFD classification is Economic Development, which will not impose an additional school levy on all real property with the Rapid City Area School District but instead be made up across the entirety of the State of South Dakota.
