The applicant has submitted a Major Amendment to a Conditional Use Permit to allow 3 additional structures on the property addressed as 1301 Sheridan Lake Road. This property is developed with Storybook Island which is a non-profit and admission-free amusement park for children that has been in operation since 1959. The 3 structures proposed include the Little House on the Prairie School House, the Smokey the Bear Fire Tower Look Out, and the Winnie the Pooh Treehouse. The applicant has indicated that if approved, work would be scheduled to begin as early as August 2025 and would be completed in the spring of 2026. The Little House on the Prairie School House will be a partially covered wood framed structure that will resemble a school house. This structure will be located in the northwestern portion of the park south of the firetruck attraction. The school house will be approximately 162 square feet in size, 17.2 feet tall at the highest point, and will have a swing on the south side of the structure. This structure will be located within the 500-year floodplain. The Smokey the Bear Fire Tower Look Out will be a wood framed structure with a slide off the main level and will resemble a fire tower. This structure will be located in the center-west portion of the park north of the carousel attraction. The fire tower will be approximately 125 square feet in size and will be 27 feet tall at the highest point. There will be an architectural ranger station at the top of the tower and a swing on the south side. This structure will be located within the 500-year floodplain. The Winnie the Pooh Treehouse will be a two-level precast panel structure with two slides off the second level and will resemble a tree trunk. This structure will be located in the southwestern portion of the park east of the theatre attraction. The existing structure in this area will be removed to allow for the proposed improvements. The treehouse will be approximately 268 square feet in size and 21.6 feet tall at the highest point. This structure will be located within the 100-year floodplain. Storybook Island is zoned Flood Hazard District (FH) and as per ยง17.28.080 of the Rapid City Municipal Code (RCMC) any structure in this district requires the review and approval of the Planning Commission through a Conditional Use Permit.
