Mike Theis Confirmed as Rapid City's Public Works Director

MIKE THEIS CONFIRMED AS RAPID CITY'S PUBLIC WORKS DIRECTOR

RAPID CITY, SD—At its October 20 meeting, the Rapid City Council confirmed Mike Theis of Rapid City as the new director of the City’s Public Works Department. Mayor Jason Salamun had recommended Theis for the position after an extensive application process. 

            Upon confirmation, Theis was sworn in by Finance Officer Daniel Ainslie. Theis is expected to begin duties as public works director November 3.       

            “After an extensive vetting and interview process, I was pleased to nominate Mike Theis as the next Public Works Director,” Mayor Salamun said. “I am selecting him due to his extensive experience and qualifications, which align directly with the key requirements of this important city position.”

            Theis, a graduate of Black Hills State University, has more than 25 years of experience in leadership roles with Xcel Energy, Brink Constructors, Black Hills Corporation, Black Hills Power and other companies.

             “He has a proven track record of managing large teams, large budgets and multiple departments,” said Mayor Salamun. “I like his private sector experience and his diverse background in utilities and construction management, which should serve the City and residents well.”

             Salamun pointed to Theis’ work at Black Hills Corporation and Black Hills Power, where he managed operations for electric and gas utilities, electric generation, and transmission. The mayor also touted Theis’ experience in overseeing major storm assistance projects; and his involvement in strategic planning and budget management for a utility company directly correspond to the essential duties of the City’s Public Works Director.

              Most recently, Theis served as a consultant for Xcel Energy and as Vice President of Distribution & Renewable Operations at Brink Constructors/Quanta Services. Mayor Salamun says these roles highlight his ability to manage complex projects, including construction and engineering, and to build relationships with various stakeholders.

             “This experience is critical for the position which requires the Public Works Director to partner with key stakeholders on capital projects and maintain positive relationships with the community,” Salamun said. 

              The duties of the public works director have been shared for the past year by Community Development Director Vicki Fisher and Finance Director Daniel Ainslie after Dale Tech retired.
