A request by Matt Layman to consider an application for a Variance to allow a 6 foot fence in lieu of 4 foot in the second front yard setback for property generally described as being located at 4666 Pahlmeyer Drive.

Staff recommends that if the Zoning Board of Adjustment determines that the location of the existing 6-foot fence is appropriate then the Variance request to allow a 6-foot fence in lieu of 4 feet in the second front yard setback be approved.

A request by Neil Putnam for Isaac Almanza to consider an application for a Preliminary Subdivision Plan for proposed Almanza Subdivision, property generally described as being located northeast of Mall Drive and Haines Avenue intersection.

A request by Dream Design International, Inc for Yasmeen Dream, LLC to consider an application for a Resolution for Amendment #3 to Project Plan for TIFD No. 84 - East Anamosa Street Water Main Extension for property generally described as being located east of E North Street, north of SD Highway 44, west of Elk Vale and south of Eglin Street.

Staff recommends  that if the Planning Commission finds the proposed Amendment #3 to the Project Plan meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Planning Commission recommend approval of the resolution to adopt Amendment #3 to the Project Plan to the City Council.
