Update: On October 9, 2025 this item was continued to the October 23, 2025 Zoning Board of Adjustment meeting at the applicant’s request. No other changes have been made to this Staff Report. The applicant has submitted a Variance request to allow a 6-foot fence in lieu of 4 feet in the second front yard setback on property located at 4666 Pahlmeyer Drive. The subject property is comprised of 0.32 acres and is zoned Low Density Residential District 2 (LDR-2). The property currently contains a single-family dwelling. The property is situated at a street corner with approximately 97.11 feet of frontage along Pahlmeyer Drive and 142.21 feet along Caymus Drive. Since the property is accessed of Pahlmeyer Drive, the side yard along Caymus Drive is considered a second front yard in relation to the fencing requirements in Rapid City Municipal Code (RCMC) Section 17.50.340.A. Per RCMC Section 17.50.340.B.1, fences shall be no more than 4 feet in height in the required front yard; however, fences no more than 6 feet in height may be allowed in the second front yard when setback a minimum of 10 feet from the property line. A 6-foot fence was installed in the second front yard with a 0-foot setback and the applicant is requesting a variance to the 4-foot height limitation in the second front yard. There are no sight triangle, easement, and/or drainage issues with the current location of the fence.
