2. No. 25PL029 - Eastern Acres Subdivision
A request by D.C. Scott Co. Land Surveyors, Inc for Barbara Nordstrom to consider an application for a Preliminary Subdivision Plan for proposed Lot 6A and Lot 6B of Block 1 of Eastern Acres Subdivision, property generally described as being located at 5815 Legacy Lane.

Staff recommends approval of the Preliminary Subdivision Plan with the stipulations outlined in the Staff Report.

3. No. 25PL031 - Black Hills Center

A request by Advanced Design Engineering and Surveying, Inc for Villa Village Mobile Home Park, LLC to consider an application for a Final Planned Development to allow a mobile home park for property generally described as being located at the intersection of Creek Drive and E. Philadelphia Street.

Staff recommends approval of the Final Planned Development to allow a mobile home park with the stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

Staff recommends approval of the Major Amendment to a Planned Development Overlay to allow an on-sale liquor establishment in conjunction with a retail establishment with stipulations outlined in the Project Report.

A request by TJ Wojtanowicz for Joshua Kolz to consider an application for a Conditional Use Permit to allow an oversized garage for property generally described as being located at 3319 Skyline Drive.

If the Planning Commission determines that the proposed garage meets the design criteria for an oversized garage pursuant to Rapid City Municipal Code §17.08.030.J and the criteria for a Conditional Use Permit pursuant to Rapid City Municipal Code §17.54.030.E, then this request may be approved with the stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

If the Planning Commission determines that the Rezoning request from General Commercial District to Light Industrial District meets the approval criteria pursuant to Rapid City Municipal Code §17.54.040.D. then this request may be approved.

*10. No. 25UR017 - Marlin Drive Commercial Park
A request by Bice, Young and Associates, LLC for Bow Meow Inc. to consider an application for a Conditional Use Permit to allow dog kenneling and an on-sale liquor establishment for property generally described as being located at 2512 Marlin Drive.

If the Planning Commission determines that the Conditional Use Permit to allow kenneling and an on-sale liquor establishment meets the approval criteria pursuant to Rapid City Municipal Code Sections 17.50.185 and 17.54.030.E., then this request may be approved with the stipulations outlined in the Project Report.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.
