Agenda Item Summary:
The applicant has submitted a Planned Development Overlay to allow a mobile home park on the property currently addressed as 390 Creek Drive and a portion of the adjacent unplatted balance to the north. The properties are cumulatively 19.63 acres in size. The property currently addressed as 390 Creek Drive is currently developed with a single-family dwelling, a detached garage and two outbuildings. The proposed site plan identifies that these buildings will be removed to allow for the intended use. The north adjacent property is currently vacant and previously contained construction trailers which have since been removed. The proposed development is an extension of the Villa Village Mobile Home Park located on the east adjacent property addressed as 1717 E. Philadelphia Street. This park was approved by the Planning Commission through a Final Planned Development Overlay (File #20PD012) on March 13, 2020. On September 21, 2023, the Planning Commission approved a Rezone request (File #23RZ017) to change the zoning district of 390 Creek Drive from General Commercial District to Mobile Home Residential District. On March 27, 2025, the Planning Commission approved a Rezone request (File #25RZ005) to change the zoning district of the north adjacent property from Heavy Industrial District to Mobile Home Residential District. The proposed development will be 16.65 acres in size, will be constructed in two phases, and will consist of 73 mobile homes. There will be 33 single-wide units and 40 double-wide units. The eastern half of the site will be developed in the first phase and the western half will be developed in the second phase. Phase 1 will include 43 units, a maintenance shed, a pool, a dog park, internal roads, and guest parking. Phase 2 will include 30 units and internal roads. Each mobile home will include a paved driveway and either a garage or carport that will be 660 square feet in size. Access will be provided by 24-foot wide internal roads, one of which will connect the proposed development to 1717 E. Philadelphia Street. No Exceptions are being requested as part of this application.
