The applicant has submitted a Variance request to reduce the minimum required parking from 348 spaces to 146 spaces for outdoor music events. The subject property is comprised of 2 separate parcels totaling 2.72 acres and is zoned General Commercial District (GC). The property currently contains the Robbinsdale Entertainment Center, which includes a 16-lane bowling alley, a lounge with a casino and an outdoor patio, a restaurant, a 3-chair salon, and the associated parking lot. The applicant is proposing to hold outdoor music events in a portion of the parking lot on the west side of the subject property. The outdoor music events are proposed to occur every Thursday from 6:30 p.m. to 9:30 p.m. starting on June 5, 2025 and ending on August 28, 2025. The area of the parking lot that will be utilized for the outdoor music events is approximately 6,934 square feet in size and will occupy 31 of the existing parking spaces. The outdoor area will be enclosed by 4-foot tall temporary safety fencing at each event. Per Rapid City Municipal Code (RCMC) ยง17.50.270, off-street parking requirements are cumulatively calculated based on each separate use on the property. Using this calculation, the bowling alley requires 88 parking spaces, the lounge requires 70 parking spaces, the restaurant requires 8 parking spaces, and the salon requires 9 parking spaces. In total, the existing uses on the property require a minimum of 175 parking spaces. The proposed outdoor music events will require an additional 173 parking spaces bringing the total number of required off-street parking spaces to 348 when the outdoor music events occur. There are currently 177 parking spaces provided on the property, which will be reduced to 146 spaces for the outdoor music events due to the area of the parking lot that will be fenced for event attendees. The applicant has stated that the bowling alley will close at 5 p.m. and the salon will close at 2 p.m. each Thursday that an outdoor event is taking place and will remain closed for the duration of the event in an effort to reduce the parking demand. With this consideration, 251 parking spaces are still needed to accommodate the outdoor music event, restaurant, and lounge uses, and still leaves the parking deficient by 105 spaces at each event. The applicant is requesting to reduce the minimum required parking spaces from 348 spaces to 146 spaces for the outdoor music events based on the frequency of the proposed events occurring once weekly for a temporary period of time. The applicant has indicated that multiple neighboring businesses have provided verbal consent to utilize their parking lots for the proposed outdoor music events; however, no written shared parking agreements have been provided. The applicant has stated that every patron will be required to obtain a wristband upon entrance during the outdoor music events and attendance at each event will be limited to 300 total persons on the property whether inside the lounge or restaurant area or outside in the event area. The applicant has indicated that staff will be on-site during each event directing traffic to mitigate congestion in the parking lot and on E. Saint Patrick Street. Alcoholic beverages will be served from the lounge for event attendees to consume in the outside event area. Therefore, in conjunction with this Variance request, the applicant has submitted a Major Amendment to a Conditional Use Permit request (File #25UR016) to expand on-sale liquor in conjunction with the outdoor music events.
