A request by Towey Design Group for Northwestern Engineering Company to consider an application for a Vacation of Right-of-Way for property generally described as being located north of E. Watertown and east of Spruce Street.

Staff recommends that the Vacation of Right-of-Way be approved.

8. No. 24TI003 - Ennen Subdivision
A request by Tony Morris for Jim Scull to consider an application for a Resolution to Create Tax Increment Financing District and Resolution to Adopt Project Plan for Ennen Housing Development TID No.92 for property generally described as being located east of Elk Vale Road, north of Homestead Street and west o Enned Drive.

On July 17, 2024 the Tax Increment Financing (TIF) Committee reviewed the project application and determined that the proposal meets the intent of South Dakota Codified Law and Rapid City’s TIF Policy. The committee directed staff to modify the request by adding eligible project costs for Pennington County TIF administrative costs, and to develop the associated Project Plan for review and action by the Planning Commission. If the Planning Commission recommends approval of creating the District and adopting the Project Plan then staff recommends that the stipulations at the end of the report be incorporated into the Developer’s Agreement.
