Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow additional cellular facilities on the property located at 4616 Jackson Boulevard in the Office Commercial (OC) District. The property is comprised of 1.84 acres and currently contains a 150-foot-tall flagpole cell tower, 2 cellular equipment shelters, and a mixed-use structure that is approved for use as a residence and photography studio by the Planned Development Overlay. The applicant is proposing to expand the lease area and co-locate T-Mobile equipment on the existing cell tower, including the installation of up to 6 panel antennas and 6 Remote Radio Units (RRUs). Necessary radio and electrical equipment and a backup generator will be installed on the ground and located within the expanded lease area. The applicant has indicated that additional fencing will be constructed around the new ground equipment to match the existing 9-foot-tall cedar fence that currently surrounds the cell tower and existing equipment shelters. A Fence Height Exception was approved on June 15, 2009, to allow the 9-foot-tall fence in lieu of a 6-foot-tall fence. The applicant is also proposing to place a temporary Cell On Wheels (COW) tower on the subject property for up to 12 months pending completion of the installation of facilities on the permanent cell tower. The COW is a 60-foot-tall trailer-mounted cell tower used to provide cellular coverage during construction of permanent facilities. On August 6, 2009, the Planning Commission approved a Major Amendment to a Planned Residential Development to allow additional cellular facilities on the subject property with stipulations. Due to the expansion of the lease area and proposed temporary COW tower, the applicant is required to obtain a Major Amendment to the Planned Development Overlay in order to co-locate at this location.
