PURPOSE

The Capital Improvements Committee reviews proposed expenditures for capital improvements for streets, municipal buildings, infrastructure and other capital projects or purchases and makes recommendations to the City Council to facilitate the creation of the 5-year plan.

NUMBER OF MEMBERS

The Committee is made up of one Alderman from each of the five wards of the City. Committee membership is appointed by City Council leadership. The Chairperson of the City’s Planning Commission shall also serve as a non-voting liaison to the Committee.

MEETING 

Meetings are held at 8:30 a.m. on the third Friday of each month, or an alternate date as may be established by the Chairperson; at City Hall, Second Floor Council Chambers at 300 Sixth Street.

PURPOSE


The purpose of the Downtown Business Improvement District (BID) Board is to manage the administration of the Downtown Business Improvement District, to supervise the construction and maintenance of facilities, to establish programs for the economic development of the District, to oversee completion of the District's projects, and to direct the funding priorities of the District.

The Downtown Business Improvement District was created forthe purpose of funding a portion of all of the future proposed public activities, facilities and improvements along with the costs of acquisition, construction, maintenance, operation and repair of such improvements, facilities or activities:

   A.   Construction, operation, management, maintenance, repair, marketing, promotion, programming and success of the Main Street Square Plaza.

   B.   Projects allowed by SDCL Ch. 9-55 that encourage economic development within the district.

SPECIAL QUALIFICATIONS 

The board shall consist of five owners of property within the business area.  Of the five members, three shall own property within Zone 1 and two shall own property within Zone 2.

A single property owner who owns property in both zones may be appointed to represent either zone.  A property owner includes the following: an officer or director of a corporate property owner; a manager or member of a limited liability company that owns property; a partner of a partnership that owns property; and a person designated in writing as the representative of an owner of property within the District.

SUMMARY OF DUTIES

The Board has the ability to contract for all services necessary to carry out the purpose. The Board shall annually determine the amount needed to achieve the purposes of the district for the following calendar year. This amount, along with a proposed assessment role shall be presented to the City Council as a recommendation for the special assessments to be assessed pursuant Chapt. 3.25 of the Rapid City Municipal Code.

MEETING

Meetings are held on the second Tuesday of the first month of every quarter or as otherwise scheduled. Meetings are held at the offices of Visit Rapid City.

Building Board of Appeals*

The Building Board of Appeals is established to promote the health, safety and general welfare of the community by adopting and enforcing rules and regulations and reviewing decisions of the Building Official concerning building and construction found in Title 15 of the Rapid City Municipal Code.

SPECIAL QUALIFICATIONS

Each member has to be an expert in his or her field of work to include equal representation from the following industries: Mechanical, Electrical, Plumbing, General Contracting, and Engineering.

None

SUMMARY OF DUTIES

Board members review proposed ordinance amendments; review and recommend changes to the City’s Building Code; hear complaints against Rapid City contractors; hear appeals to decisions of the City Building Official; and acts as the City’s official licensing board.

Meetings are held on the second Tuesday of every month at 7:30 a.m. on the 3rd Floor in the East Conference Room of the C/SAC Building when called upon.

Airport Board

AGENDAS                 MINUTES

The Board for the Rapid City Regional Airport has the power to establish, improve, care for, regulate and manage the Rapid City Regional Airport. The board has the power to lease Airport land and/or improvements, to allow the occupancy and/or development of Airport land or improvements, and to enforce the provisions of any lease, occupancy or development agreement. The Board is authorized to grant, by permit, agreement, or otherwise, the right to engage in aeronautical and non-aeronautical activities at the Airport, and power to approve, adopt, implement, supplement, amend, modify, and enforce such rules, regulations, standards, directives, agreements, and policies necessary and proper for carrying out its duties to manage opperations of the Airport. 

To the extent required by state law, all regulations and charges for the use of the Airport shall be subject to approval by the Rapid City Common Council before becoming effective.

SPECIAL QUALIFICATIONS

Five or more years of experience in any of the following professions are encouraged: law, banking, finance, investments, tourism, industry, commerce, engineering, accounting, planning, labor or regulation.

Members are recommended by the mayor, subject to Council confirmation, and serve without compensation. No member of the Board may have direct or indirect financial interest in any lease or concession agreement at the Airport. However, a licensed pilot who leases space from the Board for a non-commercial hangar shall be eligible to serve on the Board provided the member abstains from voting on any action pertaining to his or her lease. Members shall at all times follow all laws, ordinances, rules and policies related to conflicts of interest.

No member may serve more than two consecutive 5-year terms.

Rapid City Area Air Quality Board*

The goals of the Rapid City Area Air Quality Board are to maintain compliance status with the United States Environmental Protection Agency’s National Ambient Air Quality Standards, and to prevent adverse health and environmental effects that result from fugitive dust emissions and smoke from wood burning and open burning. These goals are achieved and maintained through the development and implementation of programs of education, air pollution prevention, abatement and control.

SPECIAL QUALIFICATIONS

With the exception of the Representative of Industry, members must not be directly or indirectly regulated by the Air Quality Ordinances. The Member at Large is appointed by the Pennington County Commissioners.

RESIDENCY/REGISTERED VOTER REQUIREMENT

Members must reside within the Air Quality Zone.

SUMMARY OF DUTIES  

The Board strives to achieve compliance to protect the health and welfare of all the people who inhabit the county and city; to limit environmental damage to plant and animal life; to promote commercial and industrial development while limiting environmental degradation; and to educate the residents of the county and the city of air quality issues. The city and county ordinances regulate the area within the air quality zone.

MEETING  

Meetings are held the second Monday of each quarter at 12:00 p.m. in the First Floor Meeting Room in City Hall, unless otherwise noted on the published agenda.

Parks and Recreation Advisory Board

The Parks and Recreation Advisory Board initiates, reviews, and makes recommendations for ordinances, policies, and rules governing the use of the City’s public parks, swimming pools, and other facilities including the golf courses. Board members also assist in making recommendations of appointments to the following subcommittees of the Board; Urban Forestry Board, Urban Wildlife, and the Beautification Committee.
