The following items have been placed on the Consent Calendar for action to be taken on all items in accordance with staff’s recommendation by a single vote. Any item may be removed from the Consent Calendar by any Planning Commissioner, staff member, or audience member, for separate consideration:

1. Approval of the  pdf April 10, 2025 Planning Commission Meeting Minutes.

*2. No. 25UR013 - Elks Crossing Subdivision
A request by Rebers Remodel and Construction to consider an application for a Conditional Use Permit to allow an oversized garage for property generally described as being located at 3118 Rombauer Drive.

Staff recommends approval of the Conditional Use Permit to allow an oversized garage with stipulations outlined in the Project Report. 

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

A request by TJ Wojtanowicz for Joshua Kolz to consider an application for a Conditional Use Permit to allow an oversized garage for property generally described as being located at 3319 Skyline Drive.

Staff recommends denial of the Conditional Use Permit to allow an oversized garage.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council. All appeals must be submitted in writing to the Department of Community Development by close of business on the seventh full calendar day following action by the Planning Commission.

4. No. 25RZ008 - Market Square Subdivision
A request by RESPEC, LLC for Black Hills Area Habitat for Humanity to consider an application for a Rezoning request from General Commercial District to Medium Density Residential District for property generally described as being located at 1727 Creek Drive.

Staff recommends that if the Planning Commission determines that the Rezoning request meets the approval criteria pursuant to §17.54.040.D of the Rapid City Municipal Code then this request may be approved or if the Planning Commission determines that the Rezoning request does not meet these criteria they may choose to deny the request.  

5. No. 25RZ009 - Market Square Subdivision
A request by RESPEC, LLC for Black Hills Area Habitat for Humanity to consider an application for a Rezoning request from Office Commercial District to Medium Density Residential District for property generally described as being located at 1727 Creek Drive.

Staff recommends that if the Planning Commission determines that the Rezoning request meets the approval criteria pursuant to §17.54.040.D of the Rapid City Municipal Code then this request may be approved or if the Planning Commission determines that the Rezoning request does not meet these criteria they may choose to deny the request.  

6. No. 25RZ006 - Johnson Ranch Subdivision
A request by Advanced Design Engineering and Surveying, Inc for Yasmeen Dream LLC to consider an application for a Rezoning request from General Commercial District to Medium Density Residential District for property generally described as being located at 1936 Provider Boulevard.

Staff recommend denial of the Rezoning request from General Commercial District to Medium Density Residential District.

7. No. 25TI003 - Robbinsdale
A request by City of Rapid City to consider an application for a Resolution to Create Tax Increment Financing District and Resolution to Adopt Project Plan for Robinsdale TIFD #95 for property generally described as being located in Robbinsdale Area.

  • 1)     If the Planning Commission finds that the proposed district meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Commission recommend approval of the resolution to create a Tax Increment Financing District to the City Council.
  • 2)     If the Planning Commission finds the proposed project plan meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Commission recommend approval of the resolution to adopt a project plan to the City Council with stipulations.

8. No. 25TI004 - Fountain Springs Square
A request by Timothy Sauder to consider an application for a Resolution to Create Tax Increment Financing District and Resolution to Adopt Project Plan TIFD #96 for property generally described as being located at 1840 Fountain Springs Square.

  • 1)    If the Planning Commission finds that the proposed district meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Commission recommend approval of the resolution to create a Tax Increment Financing District to the City Council.
  • 2)     If the Planning Commission finds the proposed project plan meets the intent of SDCL and the City’s Tax Increment Financing Policy, then staff recommends that the Commission recommend approval of the resolution to adopt a project plan to the City Council with stipulations.
