Agenda Item Summary:
The South Dakota Department of Transportation issued an “Invitation for Proposals to Purchase State-owned Rail Lines” on August 26, 2019. This activity includes the railbanked railroad right-of-way (that portion of the railroad where the rails have been removed, thus no longer used for transporting goods and services) extending from Rapid City to Kadoka. This railbanked right-of-way is identified within the adopted Long Range Transportation Plan as a future extension of the existing bike path / shared use path system and can assist the City with closing a substantial pedestrian connection gap. Authorizing staff to submit a proposal is the first step in potentially securing this railbanked property for Rapid City. Staff from the Parks and Recreation Department, Public Works and Community Development are working to develop a proposal, along with potential funding sources for this right-of-way.
