Agenda Item Summary:
Watts Lane is a collector street that intersects with 5th Street south of Catron Blvd. The street is currently built from 5th street east towards the City landfill, but ends before reaching the landfill. The owner of the last parcel between the current terminus of Watts Ln. and the landfill is looking to develop his lot and needs to know if the City is going to require him to extend Watts Ln to the eastern boundary of his parcel in order to facilitate a public access to the landfill property. City staff have reviewed the property owners request and determined that extending Watts Ln. is not necessary to provide access to the landfill. Watts Ln. as it is currently constructed and has been developed would not be suitable for carrying heavy commercial truck traffic to the landfill. There is also a large slope at the edge of the current landfill and the adjacent parcel that does not make it an ideal location to access the landfill. If the City needs to access the landfill from the west off of 5th Street at some point in the future, there is already a section line right of way on the south side of this development which provides a legal right of access between 5th Street and the City landfill. Based on the current nature of the properties along Watts Ln, the current design of the road, and the topography issues it makes sense for any future access of the landfill to the west to focus on the section line rather than Watts Ln. The property owner has requested that the Council affirm its support of staff’s determination.
