The current City Ordinance requires that newly constructed Mobile Home Parks receive water service at the park entrance via a master meter. The park owner is responsible for installing and maintaining the water lines from the master meter to each individual home. The City bills the park owner directly, and it is the owner's responsibility to establish a process for billing and collecting payments from individual residents. The appellants own an adjacent Mobile Home Park that predates the master meter ordinance. They note that the proposed expansion will be a 55+ owner-occupied community, which significantly reduces the risk of high resident turnover commonly associated with mobile home parks. However, the ordinance does not provide City staff with the authority to administratively waive the master meter requirement. Water Department staff continue to be concerned with the continued maintenance and billing if the master meter requirement is waived. This is based upon experiences in Mobile Home Parks throughout the community.
