The applicant is proposing to create approximately 134 residential lots, to be developed in five phases, on property identified by Tax IDs 54914, 74243, 74244, and 37155. As part of the subdivision requirements, a proposed collector street, as identified on the City’s Major Street Plan, will connect Dunham Drive on the north end of the project to Severson Street on the south end of the project, with future extension to Coral Drive. City design standards require collector streets to have a minimum pavement width of 34 feet to accommodates two travel lanes along with on-street parking. The applicant has requested a reduction in pavement width based on the existing conditions of Dunham Drive and Severson Street, which were constructed with 24-foot pavement widths. These streets do not meet the design criteria but the areas have limited demand for on-street parking because of larger lot sizes and longer driveways that allow more on-property parking for visitors. In contrast, the proposed development includes significantly smaller lots, creating higher demand for on-street parking for visitors. On-street parking in areas of reduced pavement width constrains two-way traffic flow, as well as hinders service and emergency vehicles. Maintaining the 34-foot standard is consistent with the design criteria and ensures adequate space for both traffic movement and parking, in support of the long-term functionality of the roadway. Staff recommends denial of the appeal.
