Agenda Item Summary:
The project includes applying high friction surface treatment (HFST) at key locations to improve road safety. HFST enhances pavement grip, especially in areas prone to crashes due to sharp curves, steep grades, or high traffic volumes. By increasing traction, HFST reduces stopping distances, helps prevent skidding, and improves overall vehicle control—particularly in wet or icy conditions. These safety benefits make it a cost-effective solution for reducing accidents and protecting drivers,. Identified as SDDOT Project PH 0040(347) PCN 06U5, this project qualifies for Roadway Safety Improvement Federal Funding. Because of this, the costs will be shared, with the state covering 90% and the City responsible for the remaining 10%.This agreement allows the South Dakota Department of Transportation (SDDOT) to hire a consultant to design the project. SDDOT will handle advertising, bidding, awarding the contract, and inspecting the construction. The City's estimated share is $44,033.83, though final costs will depend on bid amounts and actual work completed. The project includes improvements at several locations in Rapid City: North Cambell/East North Intersection – All lanes at the T-intersection (106 feet on Cambell, 634 feet on East North through the intersection). Degeest Drive – Southbound lane only, from Avenue A intersection north for 370 feet. North Creek Drive/Eglin Intersection – Northbound to eastbound lane only, 230 feet. Hillsview Drive/West Saint Patrick Street – Southbound to westbound lane only, from Hillsview Drive onto West Saint Patrick Street. Park Drive – Northbound lane only, from just south of Glenwood Drive for 275 feet. North 5th Street near Holiday Inn/Monument – All four lanes, including 60 feet of turn lane at the south end of the raised median (890 feet total).
