Agenda Item Summary:
Staff will be submitting an application for financial assistance (State Revolving Fund Loan) to the South Dakota Board of Water and Natural Resources for improvements to the Water Reclamation Facility. A Public HEaring was held on this item at the December 4, 2023 City Council Meeting. The resolution authorizes the Mayor and Finance Director to take any action necessary to apply for this grant and or loan and to execute the application and submit the application. The resolution also authorizes the Public Works Director as the authorized representatives of the City to do all things on its behalf to certify and sign payment requests in the event financial assistance is awarded for the Project. A public hearing shall be held before taking action on this resolution, the hearing will inform the public of the project and the use of the Grant/SRF loan to finance the project. Submitting an application for financial assistance to the South Dakota Board of Water and Natural Resources does not obligate the City to funding the project or accepting the SRF loan. The submittal is a step in the process towards funding the project.
