Agenda Item Summary:
A Design Exception Request was received in the Engineering Office on July 6, 2023 to allow for sidewalk to be more than one foot from the right-of-way on Addison Avenue. Infrastructure Design Manual (IDCM) Section 2.15.5 states that all sidewalks, except for lane/place, local streets and cul-de-sacs shall be property line sidewalks per Figure 2-1. Addison Avenue in this location is classified as a commercial street based on the zoning of the parcels along the street, requiring property line sidewalk. When the subdivision was constructed, the area where the sidewalk needs to be was not properly graded for property line sidewalk. The property in question is now owned by a home builder who is required to install sidewalk as part of a building permit. There are options to construct property line sidewalk such as lowering the grade, constructing a Type ā€œCā€ retaining wall, etc. Public Works recommends denial of the Denied Exception Appeal.
