Agenda Item Summary:
A request was received in the Engineering Office on July 17, 2023 requesting the requirement to install sidewalk along Highway 79 and Ambush Ranch Road per City of Rapid City Ordinance 12.08.060 be waived. On December 7, 2022, a Preliminary Subdivision Plan application was received in the Community Development Department to subdivide a 59 acre property into five residential lots and one reservoir lot. The property is located outside of City limits but within the City’s three-mile platting jurisdiction. City Ordinance 16.16.050 requires sidewalks to be installed for lots within the three-mile platting jurisdiction. Highway 79 is a Principal Arterial on the City’s Major Street Plan. It is a four lane divided State Highway rural street section with ditches for drainage. Ambush Ranch Road is a two lane rural street section with ditches for drainage located in the Ranch at Black Gap Road District. The nearest sidewalks are located five miles north of the subject property. Due to the rural road street sections and no sidewalks within the immediate vicinity of the property, staff recommends approving the variance.
