Agenda Item Summary:
Applicant submitted a Preliminary Subdivision Plan to Community Development in December of 2022 to create three lots (City File 22PL143). Lot sizes range from approximately 3 acres to 3.5 acres. Access to the proposed lots is limited due to steep terrain and access off of either East Indiana Street or Grandview Drive. There is a 50 foot wide unimproved right-of-way on the south side of East Indiana Street that abuts the property proposed to be subdivided. On March 10, 2023 Public Works approved a Design Exception (23EX019) to not fully improve the right-of-way to City Design Standards with the following stipulations: To be installed with curb & gutter, but with only 20 feet of pavement and “No Parking” signs so the improvement will function as a shared driveway and not as a street; the approach be reinforced and radius, not flared; a turnaround for emergency vehicles and Public Works vehicles be located in dedicated right-of-way and apply for a sidewalk variance. A sidewalk in this location is not reasonable due to the terrain and the sidewalk will lead to only three residential lots. Public Works recommends approval of this request.
