Agenda Item Summary:
Staff will be submitting an application for a Solid Waste Permit Amendment that changes the order of cell construction and closure at the Rapid City Landfill. Council previously approved a funding package for the Cell 15 liner and leachate collection system project. This amendment allows the Cell 15 projects to begin before Cell 19, as is detailed in the current permit. It does not amend the design, operation, or permitted boundaries of the Rapid City Landfill. The need for an amendment was identified by SDDANR when they reviewed the funding application. This item authorizes the Mayor to sign the amendment as the landowner and the Public Works Director to sign the application.
