Agenda Item Summary:
A request was received in the Engineering Office on October 21, 2021 requesting the requirement to install sidewalk along Homestead Street per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Homestead Street at the time of building permit. The property owner has built a garage on the property triggering the need to install sidewalk. The requested variance will allow for construction on the property and PARTIAL installation of sidewalk in the adjacent Homestead Street right-of-way. The remainder (west of the garage driveway to the west property line, approximately 50 feet) will be placed when excess dirt is removed with next phase of construction. The Homestead Street construction project which will be complete in 2022 requires cutting the grade down in front of a portion of the subject property to match into the existing Homestead Street section. If sidewalk is installed in this location at this time, it will be removed with the street construction and need to be replaced. Public Works recommends approving waiving this portion of sidewalk until the Homestead Street construction project is complete.
