Agenda Item Summary:
A request was received in the Engineering Office on June 5, 2020 to waive the requirement to install sidewalk along Harter Drive per City of Rapid City Ordinance 12.08.060. Per City standards, a five-foot wide curbline sidewalk is required to be constructed along Harter Drive at the time of building permit. The lot to the north will be added to this property to enable construction of a garage addition resulting in a lot frontage along Harter Drive of 251 feet. The lot across the street on Harter Drive has a sidewalk. The requested variance will waive the requirement to install the 251 feet of sidewalk along Harter Drive with the building permit for a proposed garage addition. Staff suggests approval of this request since the right-of-way is too narrow to fit a sidewalk in the intended location and there is an existing sidewalk on the other side of the street.

The sidewalk is required per City standards. This street has a narrow right-of-way which makes it difficult to construct the sidewalk on public property and there is an existing sidewalk on the other side of the street. Staff feels that a sidewalk at this location is not necessary.
