Agenda Item Summary:
On November 27, 2019 the applicant submitted a Request for Exception to Sections 2 and 3 of the City of Rapid City Infrastructure Design Criteria Manual (IDCM) to waive the requirement to install sewer main, curb & gutter, additional pavement width, sidewalk and street light conduit on Anderson Road. The Exception Request was submitted in conjunction with a preliminary subdivision plan application with the Current Planning Department to subdivide 40 acres into four (4) ten acre parcels. The proposed subdivision is outside of the City limits but within the City’s three mile platting jurisdiction. Anderson Road, classified as a minor arterial on the City’s Major Street Plan, is currently a rural road section with ditches for drainage. There is a 12-inch diameter City water main located within an easement near the east right-of-way line of Anderson Road along the subject property. Pennington County Highway Department, which has jurisdiction over the road, supports all requests in the Exception. Public Works supports all the requests (curb & gutter, additional pavement width, sidewalk and street light conduit) with the exception of dry sewer main. Additional development is anticipated in the future both north and south of the subject property along Anderson Road. There is existing sewer main in Highway 44 approximately 2,700 feet south of the property. Installing the approximately 1,300 feet of dry sewer along the property will be the first step in getting a sanitary sewer network installed in the area. The Exception Request was denied by Public Works on December 16, 2019; see attached Exception Request. On December 27, 2019 the applicant submitted an appeal request. Public Works recommends denial of this request.
