Agenda Item Summary:
This project was previously bid in August 2019 and all bids were rejected, based upon prices received. City Staff believes contractor availability to complete the construction by the completion date in the contract was the primary reason for the high bid prices. Staff is proposing to rebid the project with an extended completion date. This project is needed due to failing concrete pavement. The intersection is currently scheduled to be completely reconstructed and reconfigured following the completion of the SD Department of Transportation (DOT) reconstruction of Omaha Street between Sheffer Street and 12th Street, which is scheduled to begin in the spring of 2020. It is anticipated this intersection will received increased traffic volumes during the DOT project, and, given the current condition will require significant maintenance to maintain a safe corridor for the public until it can be reconstructed. This panel repair project is anticipated to extend the life of the pavement through the DOT reconstruction of Omaha and ideally a few years beyond at which time the full reconstruction of the intersection will commence. This repair project is scheduled to be bid in 2019, with construction in the spring of 2020. Due to the DOT’s scheduled work, this project will run concurrently with the DOT’s and therefore some accommodations, such as night time work, will be necessary to lessen the impact to the traveling public.
