Agenda Item Summary:
On July 26, 2019 the applicant submitted a Request for Exception to Sections 2, 3.5.4 and 3.5.5 of the City of Rapid City Infrastructure Design Criteria Manual (IDCM) to waive the requirement to install dual water mains, sewer main, 36 foot wide pavement, curb, gutter, sidewalk, handicapped ramps and street light conduit within the Reservoir Road right-of-way. The Exception Request was submitted along with a preliminary subdivision plan application to the Current Planning Department. The request is for approximately 1,360 feet of Reservoir Road. Reservoir Road is classified as a principal arterial street in the City’s Major Street Plan and is a rural street section with ditches to accommodate drainage and a 25-35 foot wide gravel surface. The Infrastructure Design Criteria Manual (IDCM) Figures 2-1 and 3-1 minimum requirements for an arterial street are 36 feet of pavement, curb and gutter, dual water mains, sewer main, sidewalk and street light conduit. Note that the City cannot require a developer to install a second, dual water main, as this would be an oversize cost paid for by the City. The Exception Request was partially denied by Public Works on August 14, 2019; see attached Exception Request Denial. The Exception Request was also partially approved on the same date. City staff supports waiving the requirement to make improvements on the easterly half of the Reservoir Road right-of-way. The applicant would be responsible to improve the west side of the right-of-way, including 24 feet of pavement, curb, gutter, accessible handicap ramps, grading for sidewalk, and any associated utilities necessary for the proposed development. On August 14, 2019 the applicant submitted an appeal request.
