Agenda Item Summary:
On April 8, 2019, a Request for Exception was received to waive the installation of a sewer main in Haines Avenue. The Exception was suspended from April 12, 2019, to May 6, 2019, due to a request for additional information. Installation of a sewer main is a requirement of the Rapid City IDCM which requires a sewer main to be installed on frontages of new developments to service future development. On May 7, 2019, the City denied the exception. The exception was denied since any future development to the north of the Chalkstone proposed development will not have a public sewer outfall for such future development unless the sewer main is installed in Haines Avenue with the Chalkstone development. Haines Avenue is adjacent to the proposed plat for approximately 475'. The City has master plans showing the extension of a sewer main within this area of Haines Avenue to serve future development to the north. The IDCM 3.5.5 states that sewer mains shall be extended across the full frontage of each parcel to be served, thus the proposed plat requires the installation of a sewer main in the adjacent Haines Avenue. Improvements in adjacent roadways are required with the platting process even if they aren't needed to specifically serve the development. Since there currently is no sewer in Haines Avenue adjacent to the proposed Chalkstone Development a sewer main is needed to service properties to the north when such development occurs. On May 8, 2019, the applicant submitted an appeal request. Public Works recommends DENIAL of this request.
