Agenda Item Summary:
A request was received in the Engineering Office on September 7, 2018 requesting the requirement to install sidewalk along Valley, Eagle and Hillside Drives per City of Rapid City Ordinance 12.08.060 be waived. A four-foot wide sidewalk is required to be constructed along Valley, Eagle and Hillside Drives at the time of building permit, with the property having approximately 560 feet of frontage along Valley, Eagle and Hillside Drives. The requested variance will allow for construction of a single family home on the property without the installation of sidewalk in the adjacent Valley, Eagle and Hillside Drives rights-of-way. Adjacent Eagle and Hillside Drives are two lane local streets with no sidewalk and gravel rural street sections. Adjacent Valley Drive is a two lane collector street with no sidewalk and an asphalt paved rural street section. Valley, Eagle and Hillside Drives are currently void of pedestrian access routes. The nearest sidewalks are located in Copperfield Subdivision, approximately 1,400 feet to the east from the subject property. There is one option for sidewalk; install four-foot wide sidewalk one foot inside the right-of-way. Given the location of the nearest sidewalks, and the three streets having rural street sections, it seems reasonable to allow a variance to the sidewalk requirement. Public Works recommends approval of the sidewalk variance request. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
