Agenda Item Summary:
A request was received in the Engineering Office on April 16, 2018 requesting the requirement to install sidewalk along Rand Road per City of Rapid City Ordinance 12.08.060 be waived. A 5’ wide sidewalk is required to be constructed along Rand Road at the time of building permit, with the property having approximately 160’ of frontage. The requested variance will allow for the construction of an industrial building, without the installation of sidewalk in the adjacent right-of-way, associated with building permit CIBP18-0616. Adjacent Rand Road is a two lane collector / industrial street, with no sidewalk and has a rural pavement section with ditches to accommodate drainage. Rand Road serves a developed industrial area with all lots void of any sidewalk along Rand Road. A connected sidewalk corridor is unlikely unless the City Council should order in sidewalk for the street as future building permits are not anticipated as adjacent lots are already built on. The nearest sidewalk is located in Fountain Plaza Drive, approximately 1400’ away. A sidewalk is also planned along North Plaza Drive adjacent to 2700 North Plaza Drive as a part of their current building expansion project, approximately 2100’ away. Rand Road is not graded for sidewalk and the existing wide ditch leaves little to no room for a sidewalk to be constructed in the right-of-way without affecting the drainage ditch. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
