Agenda Item Summary:
A request was received in the Engineering Office on March 26, 2018 requesting the requirement to install sidewalk along US Hwy 16 / Mt Rushmore Rd per City of Rapid City Ordinance 12.08.060 be waived. A 5’ wide sidewalk is required to be constructed along US Hwy 16 / Mt Rushmore Rd at the time of building permit, with the property having approximately 400’ of frontage. The requested variance will allow for the construction of a commercial office building, without the installation of sidewalk in the adjacent right-of-way, associated with Building Permit CIBP18-0609. Adjacent US Hwy 16 / Mt Rushmore Rd is a four-lane divided arterial street with a frontage road directly in front of this property, with no sidewalk and has a rural street pavement section with ditches to accommodate drainage. In recent years, the City Council has granted sidewalk variances to multiple other properties developing along the Mount Rushmore Road corridor. Sidewalk does exist in Promise Road to the north of this property approximately 800’ away, of which Promise Road is constructed as an urban street section with curb and gutter. There are plans for the service road fronting this parcel to be terminated approximately 400’ to the south of this parcel in planning for the Mount Rushmore Road and Catron Blvd intersection reconstruction, thus making the frontage road no longer a through street. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
