Agenda Item Summary:
A request was received in the Engineering Office on December 20, 2017 requesting the requirement to install sidewalk along Cliff Drive per City of Rapid City Ordinance 12.08.060 be waived. A four-foot wide sidewalk is required to be constructed along Cliff Drive at the time of building permit, with the property having approximately 375 feet of frontage along Cliff Drive. The requested variance will allow for construction of an addition to the house on the property without the installation of sidewalk in the adjacent Cliff Drive right-of-way. Adjacent Cliff Drive is a local street without curb and gutter. Cliff Drive is currently void of sidewalk. The nearest sidewalks are located on Falls Drive, nearly three-fourths of a mile northeast from the subject property via Cliff and Fairview Drives. There is sidewalk to the west of the property in the Chapel Valley neighborhood, but due to topography there is no direct street connectivity between these neighborhoods. All of the surrounding properties in the Canyon Lake Heights area are built out and sidewalk on adjacent properties does not seem foreseeable in the conceivable future. There is one option for sidewalk; install four-foot wide sidewalk one foot inside the right-of-way. Given the location of the nearest sidewalk and the surrounding properties being built out, it seems reasonable to allow a variance to the sidewalk requirement. Public Works recommends approval of the sidewalk variance request. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
