A request was received in the Engineering Office on 3/9/2017 requesting the requirement to install sidewalk along S. Glenview Place and Carriage Hills Drive per City of Rapid City Ordinance 12.08.060 be waived. A 4’ property line or 5’ curb side sidewalk is required to be constructed along S. Glenview Place, a local street at the time of building permit; and a 5’ property line sidewalk or a 6’ curb side sidewalk is required to be constructed along Carriage Hills Drive, a collector street at the time of building permit. The property has approximately 170’ of street frontage along S. Glenview Place and approximately 240’ of frontage along Carriage Hills Drive. The requested variance will allow for a single family residence to be constructed without the installation of sidewalk in the adjacent right-of-ways (City Building Permit No CIBP16-2488). Both adjacent streets currently exist with rural pavement sections with no curb or gutter and ditches for drainage. S. Glenview Place is a cul-de-sac street serving 26 single family residences, of which all lots except one is constructed with a single family home today and all lots void of sidewalk along S. Glenview Place. Carriage Hills Drive is a collector street serving many single family residences with all lots void of any sidewalk along Carriage Hills Drive. With sidewalk constructed along this property’s frontage a sidewalk would be constructed from an intersection, a logical place to start a sidewalk corridor. However, further extension of a connected sidewalk corridor is unlikely unless the City Council should order in sidewalk for the streets as future building permits are not anticipated due to adjacent lots already being built out. The nearest sidewalk is located in Corral Drive, approximately 0.8 miles away. Neither street has been previously graded for sidewalk so some grading work is needed to accommodate the sidewalk installation. If the sidewalk was constructed as curb side sidewalk, it would be constructed like a shoulder to the road due to the lack of curb. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary.
