Agenda Item Summary:
A request was received in the Engineering Office on November 1, 2016 requesting the requirement to install sidewalk along the Cambell Street Service Road per City of Rapid City Ordinance 12.08.060 be waived. A 5-foot wide sidewalk is required to be constructed along the Cambell Street Service Road at the time of building permit, with the property having approximately 710 feet of frontage along the Cambell Street Service Road. Of the 710 feet, approximately 140 feet is paved driveway approaches and approximately 270 feet is a variable height retaining wall adjacent to the service road; resulting in a net footage of approximately 300 feet that can accommodate sidewalk. The requested variance will allow for construction of a new office and shop building on the property without the installation of sidewalk in the adjacent Cambell Street right-of-way. Adjacent Cambell Street is a principal four-lane arterial street with a center turning lane with curb and gutter to accommodate drainage. There is no sidewalk on Cambell Street within the vicinity of the property. To the west of Cambell Street is a two lane service road, which abuts the County-owned property. There are two options for sidewalk; install 5-foot wide sidewalk 1 foot inside the right-of-way or install 5-foot wide sidewalk in the grass boulevard between Cambell Street and the service road. The boulevard has several utility boxes and poles, making installation of sidewalk in this location problematic. Public Works recommends denial of the sidewalk variance request; property line sidewalk should be installed in areas where there are no access approaches or retaining walls.
