Agenda Item Summary:
Youth & Family Services is a non-profit agency that serves the needs of low to moderately low income children and families through various programs. They have submitted a Planned Development application (City File 16PD030) for a proposed expansion of their facility located at 120 East Adams Street. Information was provided to City staff by a consultant of the applicant that includes items such as existing and proposed uses, operations plan, square footages and number of children at the facility. Based upon this information, City staff has determined that the proposed expansion will generate 239 additional trips per peak hour. Section 2.17 of the Infrastructure Design Criteria Manual (IDCM) requires a Traffic Impact Study when trip generations during the peak hour is expected to exceed 100 vehicles for any non-residential development. Safety of pedestrians and motorists in this area is a primary concern due to the facility being located within a residential neighborhood. The applicant submitted a Criteria Exception Request to Public Works to waive the requirement of the traffic study. The Exception request was denied by City Staff on June 30, 2016. On July 13, 2016 the applicant submitted an appeal request. Public Works recommends denial of this request.
