The applicant has submitted a Variance request to increase the maximum allowed square footage for an on-premises electronic message center sign from 60 square feet to 281.25 square feet on the property located at 413 N. Cambell Street. The subject property is comprised of 2.85 acres and is zoned General Commercial District (GC). The property currently contains a multi-tenant commercial building. The applicant has recently opened a retail store, Trav’s Outfitter, within the existing building and is proposing to install a 2-sided electronic message center sign near the southeast corner of the parking lot to feature changing electronic messaging and advertising relating to the retail store. The proposed sign will measure 12 feet 5 inches by 22 feet 5 inches for approximately 281.25 square feet of electronic messaging. The sign will be located on a monopole with a ground clearance of 10 feet and an overall height of 32.5 feet. The sign will be located 5 feet from the curb edge of the parking lot and positioned so that the messaging faces north-south on N. Cambell Street. Per Rapid City Municipal Code (RCMC) §17.50.100, the maximum allowed area for an electronic message center sign is 60 square feet. The proposed sign exceeds the maximum allowed area by 221.25 feet, which is a 368% deviation from the standard. The proposed sign is not in harmony with surrounding development, as digital signs of the size and nature proposed are not present in the area. Additionally, the proposed sign will negatively contribute to visual clutter, adversely impact traffic safety, and create a distraction for drivers.
