The applicant has submitted a Variance request to reduce the minimum required front yard setback from 35 feet to 20 feet for a detached garage on the property located at 1301 E. Saint Charles Street. The subject property is comprised of 0.24 acres, or 10,454 square feet, and is zoned Medium Density Residential District (MDR). The property currently contains a 662-square-foot single-family dwelling. The applicant is proposing to construct a 24-foot by 41.7-foot (1,000-square-foot) detached garage on the subject property. The proposed garage will be constructed with 1 garage door on the north side of the structure facing E. Saint Charles Street. The 2 existing approaches to the subject property are being removed as part of City projects in the area and there will be a new approach constructed from E. Saint Charles Street that will provide the sole access to the property and direct access to the detached garage. The applicant is proposing to construct the detached garage approximately 52 feet east of the single-family dwelling in order for the access to align with the new approach that will be constructed. Existing mature trees on the east and south sides of the property will provide natural screening to the adjacent properties. Per Rapid City Municipal Code (RCMC) ยง17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed the footprint of the dwelling unit without the approval of a Conditional Use Permit. The proposed detached garage area of 1,000 square feet exceeds the 662-square-foot footprint of the dwelling unit by 338 square feet. In conjunction with this Variance request the applicant is requesting a Conditional Use Permit (File #25UR021) to allow an oversized garage.
