The applicant has submitted a Major Amendment to a Conditional Use Permit to allow an electronic reader board sign on the property located at 206 East Boulevard N. in the General Commercial District (GC). The property is comprised of 1.01 acres and currently contains a carwash with 5 self-service bays, an automatic tunnel wash, and 2 mini-storage buildings. On January 18, 1993, the City Council approved a Conditional Use Permit (File #1144) to allow a carwash on the subject property with stipulations. One of the stipulations requires the approval of an Amendment to the Conditional Use Permit for significant changes in the use or impacts on adjacent land uses. The applicant is proposing to install a 2-sided electronic reader board sign near the southwest corner of the subject property. The sign will measure 9 feet 8 inches by 6 feet for approximately 58 square feet of electronic messaging and is in compliance with the sign requirements of Rapid City Municipal Code (RCMC) §17.50.100. The sign will be located on a monopole with a ground clearance of 14 feet and an overall height of 20 feet. The sign will be positioned so that the messaging faces north-south and will feature changing electronic messaging and advertising relating to the carwash. RCMC §17.50.080.N requires that an electronic variable messaging sign be equipped with automatic dimming technology that adjusts the display brightness based on ambient lighting conditions. In addition, RCMC §17.50.100.F requires that light from the sign be shaded, shielded, directed or of an intensity that brightness will not adversely impact surrounding properties nor safe vision for pedestrians or motorists. Pursuant to RCMC §17.50.080.O, the proposed sign must only display static messaging changing at a minimum interval of 8 seconds. Full motion images, graphics or video and scrolling or flashing of any kind is prohibited.
