Agenda Item Summary:
The applicant has submitted a Conditional Use Permit to allow an oversized garage on the property located at 712 Allen Avenue in the Medium Density Residential District (MDR). The property is comprised of 0.32 acres and currently contains a single-family dwelling and detached garage. The applicant is proposing to construct a 16-foot by 24-foot (384-square-foot) detached garage on the subject property. The proposed detached garage would be an addition to the existing detached garage and will be constructed with the same building materials and matching color scheme as the existing garage and single-family dwelling. The applicant has indicated that the detached garage will be used as a personal exercise area. The proposed detached garage will be attached to the rear of the existing detached garage, mitigating the visual impact from the street. There are a number of mature trees and fencing along the property to the north and south to provide screening to the neighbors. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, is not to exceed the footprint of the dwelling unit without the approval of a Conditional Use Permit in accordance with RCMC §17.10.030.N. The existing attached garage measures 835 square feet, and the proposed detached garage addition measures 384 square feet for a total of 1,219 square feet of cumulative garage space. The footprint of the dwelling unit is 835 square feet; therefore, the proposed detached garage exceeds the maximum allowable square footage by 384 square feet.
