Agenda Item Summary:
The applicant has submitted a Rezoning request from No Use District to General Agricultural District in association with Petitions for Annexation (25AN004). Petitions were submitted for three adjacent properties, each with its own Rezoning Request (#25RZ018, 25RZ019, & 25RZ020). The subject property is 200.51 acres in size and consists of 2 parcels of land, generally located between Ennen Drive and Radar Hill Road. The subject property is currently zoned Agricultural in Pennington County (PC). There is a leased radio tower and one outbuilding on the western parcel and the parcel to the east is void of structural improvement. The eastern parcel borders the City of Box Elder (BE) municipal limits to the north. Although the City’s Future Land Use Plan identifies the subject property as appropriate for Low Density Neighborhood (LDN) development, no change in use is proposed at this time. The General Agricultural District will serve as a holding zone until the property owner further develops the property. At such time that this property were to be further developed beyond these current uses, the property would be required to be rezoned in accordance with the goals and objectives of the Rapid City Comprehensive Plan. The Rapid City Major Street Plan shows a future extension of Anderson Road, a proposed Minor Arterial street, running through the western parcel. A future extension of East Anamosa Street is shown along the northern boundary of the eastern parcel, along with Radar Hill Road to the east, both shown as proposed Principal Arterial streets.
