The applicant has submitted a Major Amendment to a Planned Development Overlay to increase the size of an existing electronic reader board sign on the property located at 1501 Cambell Street in the General Commercial District (GC) with a Planned Development Overlay. The property is comprised of 0.54 acres and currently contains a carwash with 6 self-service bays and an automatic tunnel wash. On June 5, 1995, the City Council approved a Planned Commercial Development (File #1417) to allow a carwash on the subject property. On February 4, 2010, the Planning Commission approved a Major Amendment to the Planned Development Overlay (File #10PD006) to revise the sign package, which allowed an electronic reader board sign not exceeding 3 feet 9 inches by 7 feet 9.5 inches to be installed on the subject property. The existing electronic reader board sign has aged and parts are no longer available to make repairs and, therefore, the applicant is proposing to install a new 2-sided electronic reader board sign. The proposed sign will measure 5 feet 4 inches by 7 feet 6 inches or approximately 40.5 square feet, increasing the size of the electronic reader board sign by approximately 8.5 square feet. The sign is positioned so that the messaging faces north-south and is installed on a monopole with 10 feet of ground clearance and an overall height of 25 feet 4 inches. The electronic reader board sign will feature changing electronic messaging and advertising relating to the carwash. The proposed sign complies with the sign requirements of Rapid City Municipal Code (RCMC) §17.50.100. RCMC §17.50.080.N states that an electronic variable messaging sign must be equipped with automatic dimming technology that adjusts the display brightness based on ambient lighting conditions. In addition, RCMC §17.50.100.F requires that light from the sign be shaded, shielded, directed or of an intensity that brightness will not adversely impact surrounding properties nor safe vision for pedestrians or motorists. Pursuant to RCMC §17.50.080.O, the proposed sign must only display static messaging changing at a minimum interval of 8 seconds. Full motion images, graphics or video and scrolling or flashing of any kind is prohibited. No Exceptions are being requested as part of this Major Amendment to a Planned Development Overlay request.
