The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an oversized garage on the property located at 4911 Enchanted Pines Drive in the Low Density Residential District 1 (LDR-1). The property is comprised of 1.69 acres and currently contains a single-family dwelling. Per the Pennington County Department of Equalization records, the footprint of the existing residence totals 2,829 square feet with a 1,358-square-foot attached garage.The applicant is proposing to build a 24-foot by 56-foot detached garage totaling 1,344 square feet with an average height of 21 feet. Per Rapid City Municipal Code (RCMC) §17.04.315, the building footprint of private garages, including any building, structure, or part of a main building that is dedicated to parking, storage, or a permitted accessory use, cannot exceed a cumulative size of 1,500 square feet without the approval of a Conditional Use Permit in accordance with RCMC §§ 17.54.030 and 17.10.030.N. Additionally, per RCMC §17.10.060, the height of an accessory structure cannot exceed 15 feet. Through the Major Amendment to a Planned Development Overlay, the applicant is requesting a Conditional Use Permit to exceed the square footage of a private garage by 1,202 square feet and an Exception to exceed the average height of an accessory structure by 6 feet. The applicant has indicated that the garage will be used for personal storage use and not for commercial purposes. Due to the topography of the site, the proposed detached garage will be located to the east of the existing residence at a lower elevation and will be accessed by a separate driveway. The Public Works Department has approved an Exception to the Infrastructure Design Criteria Manual to allow the second access for the driveway to the proposed detached garage. The elevations for the proposed detached garage include a single garage door facing the street and the building reflects the color scheme of the existing residence. Historically, the Planning Commission has required that oversized garages be recessed behind the dwelling or screened from the road and adjacent properties. The proposed detached garage would be visible from the street and the property to the east. The applicant has provided a site plan showing landscaping along the east and west sides of the garage that are visible from the street and adjacent property and the garage will be set back 30 feet to be in line with the existing residence.
