Agenda Item Summary:
The applicant has submitted a Major Amendment to a Final Planned Development Overlay to allow gravel access and drive aisles for a private solar field on the property generally located at the eastern terminus of Utica Street. The subject property is comprised of 2 separate parcels totaling 29.2 acres with dual zoning and a Planned Development Overlay. The southern parcel is zoned Office Commercial District (OC) and is currently being developed with a 6-building apartment complex. The northern parcel is zoned General Commercial District (GC) and will be developed with a private solar field to serve the apartment complex. On July 25, 2024 the Planning Commission approved a Final Planned Development Overlay (File #24PD015) to allow an apartment complex on the subject property, which included a private solar field to provide energy to the apartment buildings. The apartment buildings are currently under construction and the applicant has submitted a Building Permit application (#CIBP25-0319) to install the solar field. Installation of the solar field includes construction of the access road and grading of the solar field area. Access to the solar field will be from the east-west portion of Utica Street. A Public Works Exception has been approved to waive the requirement to improve the east-west section of Utica Street to City street standards, as there are no utilities proposed or required in this section of the right-of-way at this time. The north-south portion of Utica Street will be improved to City street standards and the east-west portion will maintain a gravel surface and will serve as the sole access road to the proposed solar field. Rapid City Municipal Code (RCMC) ยง17.50.270.G.4 states that vehicle or equipment maneuvering areas must be paved as set forth in the Minimum Standards for Construction of Parking Lots, June 16, 1980. The Minimum Standards for Construction of Parking Lots require either 4 inches of concrete, 4 inches of asphalt, or 2 inches of asphalt plus 4 inches of base course. The applicant is requesting an Exception to allow the internal access and drive aisles for the solar field to be gravel surface in lieu of pavement due to the low traffic volume generated by the intended use.
