Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow a group home in an existing building located at 405 East Fairlane Drive in the Medium Density Residential District (MDR). The subject property is comprised of 1.91 acres and currently contains four buildings which are used as assisted living facilities. The property has a Final Planned Development Overlay to allow for an assisted living center, townhomes, and a nursing home. The applicant is proposing to convert the westernmost building to a residential treatment facility, which is classified as a group home in the Rapid City Municipal Code (RCMC). The existing building currently contains 16 individual suites as well as kitchen, laundry, and office facilities. The applicant is not proposing any additional residents, but the clientele will shift from seniors to those with substance use disorders undergoing residential treatment. However, additional staff will be employed, thus requiring the Major Amendment. These patients will enter the facility willingly with the intention of achieving permanent sobriety. Patients with court-ordered treatment, as well as those looking to avoid incarceration, will not be accepted. Patients will be monitored by staff and security cameras 24 hours a day. Staff will consist of medical personnel, counselors, security, and receptionists for a total of 12 staff members. The applicant has indicated that no more than four staff will be on duty at any given time, leading to low traffic and parking volume. Additionally, no visitors are allowed and patients may not have a vehicle, further reducing parking and traffic impacts. Consequentially, patients who wish to leave the facility before they commence treatment will be bussed to a location of their choosing to avoid impacts on the neighborhood. Prior to this, the applicant’s primary goal is to encourage patients to remain at the facility and continue treatment. All individuals will enter and exit through the front entrance, which will be staffed with an intake officer as well as monitored 24 hours a day. This singular point of entry and exit will increase safety for the facility.
