Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to revise signage on the property located at 525 Saint Joseph Street in the Central Business District (CB). The property is comprised of 1.37 acres and is currently being developed with a multi-story, mixed-use structure containing hotel, conference space, retail space, apartment units, and a parking garage per Building Permit #CIBP23-1096. On April 21, 2022, the Planning Commission approved a Final Planned Development Overlay (File #22PD007) to allow the mixed-used development on the subject property. This development is currently known as the Block 5 Project. The applicant is proposing to install a total of 23 signs on the structure, consisting of 16 wall signs and 7 pedestrian-oriented signs. They are requesting 3 exceptions from the sign code requirements: 1. To allow for a total overall wall sign size allowance of 619 square feet, an increase from the allowed 425 square feet. Using the calculation method detailed in Rapid City Municipal Code (RCMC) § 17.50.100.C.1, the maximum wall sign square footage allowed for the subject property is 425 square feet. The applicant is requesting an increase of 194 square feet, for a total wall sign allowance of 619 square feet. 2. To allow 7 of the proposed wall signs to project above the plane of the wall to which they are mounted. RCMC § 17.50.100.C.3 states that an on-premise wall sign shall not project above or beyond the plane of the wall to which it is mounted. The signs mounted to the metal awnings above the 6 retail spaces and 1 apartment leasing office will project above the surface of the awnings. 3. To allow for 7 pedestrian-oriented signs, an increase from the 2 allowed pedestrian-oriented signs. RCMC § 17.50.100.C.3 allows for 1 pedestrian-oriented sign for each wall of the building that faces a public street, which only allows for 2 of these signs on the north and west sides of the building. The applicant has requested to install 7 pedestrian-oriented signs, so that each retailer and the apartment leasing office may have their own sign. These signs will project up to 5 feet from the side of the building to advertise to pedestrian traffic and are limited in size to 8 square feet.
