The applicant has submitted an annexation petition for a 1-acre property generally located southwest of the intersection of Country Road and West Nike Road, otherwise known as 293 Country Road. The legal description of the subject property is Lot 1 of Hubbard Subdivision in Section 24, T2N, R7E of the BHM, Pennington County, South Dakota and is contiguous to the Rapid City municipal boundary. The property is developed with one structure that is currently used as a storage warehouse for a business. This structure complies with current County zoning regulations and will be considered a legal non-conforming structure by the City if the annexation is approved. The applicant is requesting the annexation of this property to obtain access to City water services. The subject property is located within the City’s Urban Services Boundary and City water infrastructure is located in Country Road right-of-way. City sanitary sewer services are currently not available for this property. The subject property is currently zoned General Commercial (GC) in Pennington County (PC). The City’s Future Land Use Plan identifies the subject property as appropriate for Mixed-Use Commercial development, which supports the associated Rezone request to change the zoning designation of the property from No Use District to General Commercial District upon successful annexation (File # 25RZ003).
