Agenda Item Summary:
The applicant has submitted a Variance request to allow gravel drive aisles in lieu of concrete or asphalt. The subject property is comprised of 159.55 acres and is dual zoned Light Industrial District (LI) and General Agriculture District (GAD). The property is currently void of structural development. The applicant is proposing to construct the site preparations necessary for the future construction of the Lange II Power Generation Facility to be located on the eastern side of the subject property within the portion zoned LI. The site preparations include construction of access roads (drive aisles), storage yards, and security barriers. The main access to the subject property will be from Deadwood Avenue N on the south side of the property. An additional temporary construction access is also proposed from Deadwood Avenue N on the north side of the property. Rapid City Municipal Code (RCMC) §17.50.270.G.4 states that vehicle or equipment maneuvering areas must be paved as set forth in the Minimum Standards for Construction of Parking Lots, June 16, 1980. The Minimum Standards for Construction of Parking Lots require either 4 inches of concrete, 4 inches of asphalt, or 2 inches of asphalt plus 4 inches of base course. The applicant is requesting to allow the drive aisles to be gravel surface in lieu of concrete or paving due to the size of the subject property, length of the proposed drive aisles, and future development of the property. The applicant has stated that, upon completion of the future power generation facility, the expected traffic volume is low and hard surfacing of the drive aisles is not sustainable. Staff is recommending that a dust palliative be applied annually to the drive aisles as required by RCMC §17.50.270.G.4.
