Agenda Item Summary:
The applicant has submitted a Major Amendment to a Planned Development Overlay to allow an apartment complex on the property currently addressed as 2320 E. Anamosa Street. The subject property is comprised of 7.11 acres of undeveloped land zoned Medium Density Residential District with a Planned Development Overlay. This application is to consider Phase 2 of the multi-family development known as Shepherd Commons. On September 8, 2022 the Planning Commission approved a Final Planned Development Overlay (File #22PD033) to allow for Phase 1 of the development which is currently under construction. This approval consisted of 20 townhome apartment buildings, two typical apartment buildings, four detached garages, a club house, and a 22% landscaping reduction. As a part of Phase 1 a Traffic Impact Study was submitted and reviewed and the overall development was consistent with the assumptions outlined in that report. Phase 2 of Shepherd Commons involves the development of 80 townhome apartment units. The subject property will be subdivided into two lots which will be known as proposed Lot 1A and proposed Lot 1B. Proposed Lot 1A will be developed first and will include two eleven-unit buildings and two eight-unit buildings. Proposed Lot 1B will be developed second and includes two twelve-unit buildings and two nine-unit buildings. Each townhome apartment unit will contain a two-car attached garage along with concrete patios and decks. As per ยง17.50.300.E.2 of the Rapid City Municipal Code, the amount of plant material shall be based on a point system. The square footage of the developed portion of the lot not covered by buildings shall equal the required number of landscaping points. The applicant has requested an Exception as part of this application to allow 111,268 landscaping points in lieu of the 122,480 points required for Lot 1A and to allow 96,251 landscaping points in lieu of the 110,560 points required for Lot 1B. The request is a 9% and a 13% deviation from the requirement, respectively.
